> There is a fourth option: Bukele could announce that Abrego Garcia is dead, so his return is no longer possible and the case is closed without him having had to render a decision.
This may be to Trump's benefit in several ways. First, he gets the result he wants despite the "administrative error." Second, unless the federal courts employ the "capable of repetition yet evading review" exception, or some other exception, to the mootness doctrine, the case would be moot; the courts can do nothing; Trump claims victory; and we have on our hands, at least for a while, bad precedent (or a case whose precedential value Trump can contort to his own ends).
No doubt there are other advantages to him, but these two are salient.
Bukele said today at the meeting with Trump El Salvador isn't returning him.
It's on the El Salvador people now to get him out. And hopefully the US judge will throw everyone on US soil involved in contempt until then, since they knowingly put the guy in a situation where it is out of their hands.
People need to clearly understand: The U.S is paying a dictator to operate concentration camps outside the U.S. and is asserting in public and at court that courts can do nothing about it.
Ignoring this and hoping it goes away is how it is getting worse. And it will get much worse still.

Bukele is being feted at the White House today, courtesy of U.S. taxpayers.
Trump hasn't asked Bukele to release Garcia, therefore hasn't facilitated Garcia's release per a SCOTUS and district court order.
Trump tells Bukele he intends to send U.S. citizens.
